Current Initiatives
  • District Plan Update
  • The Fort Road Federation has successfully worked with other neighborhood organizations to avoid demolition of the Justus Ramsey House (2023). The house has been disassembled, and stored until a formal RFP process has been completed. 

Surveys for Public Comment
  • Metro Transit Network Now: Metro Transit is developing a five-year plan to ensure transit service best meets the needs of our region with Network Now. There is opportunity to provide feedback via a survey and/or attending an event (Open March 2023)
  • 1-4 Housing Unit Study (Phase II open for public comment March 2023)
  • All-Abilities 2050 Transportation Plan (Phase I survey open February 2023)
  • Riverview Corridor Interactive Map open for public comment
  • Anti-Displacement Plan and Community Wealth Building Technical Study (Survey open January 2023)
  • West 7th pavement resurfacing project to improve  mobility and safety on West Seventh Street between Munster Avenue and Olive Street in St. Paul. (Survey closed Dec 2022)

The Federation values local businesses, housing that is affordable for our residents and our elders, and development that is equitable for the neighborhood. For more detail on what the Federation expects in projects, read our 2006/2012 District Plan.

Proposed, current, and recently completed developments in our neighborhood are listed below. Unless indicated, the Federation is not a developer or owner of the project. If you have questions about the Federation's process or a specific project, please call the office at 651.298.5599 or send an email.

These projects are in some phase of study, requesting permission, or permitting.
River Learning Center | The Mississippi River Learning Center, located at Crosby Farm Regional Park, is a one-of-a-kind space for hosting environmental learning including year-round programming that honors, teaches, and promotes stewardship of the River and adjacent landscapes. 

Mississippi River Corridor Critical Area (MRCCA) Zoning | The draft local ordinance would replace the existing River Corridor Overlay Districts chapter of the Saint Paul Zoning Code and move the newer, 2010-era floodplain management ordinance based on FEMA flood insurance requirements back into the Zoning Code.

Summit Avenue Regional Trail Master Plan | The City Parks and Recreation Department will engage community members to inform and develop a Master Plan for Summit Avenue that reviews the corridor from the Mississippi River to Downtown Saint Paul.  This master plan will evaluate opportunities, constraints, and feasibility of a regional trail facility within the corridor and will serve as a guide to future transportation, pedestrian, and parkway improvements.

Victoria Park Project | Victoria Park is one block south of West 7th Street bordered by Montreal Way to the west, Otto Avenue to the east, Mississippi River to the south and Mississippi Market Co-Op and Sholom Community Alliance to the north. The 40.4 acre site is divided by the Chicago, Milwaukee, and St. Paul railroad.​

Canadian Pacific Spur to bike/pedestrian trail study​ | The City of Saint Paul conducted a study to re-imagine the potential of the Ford Spur, a five-mile rail corridor in Saint Paul. The Ford Spur connects the West 7th and Highland neighborhoods of Saint Paul and is owned by Canadian Pacific (CP) Railway.

Riverview Corridor | The Riverview Corridor Modern Streetcar project is a 12-mile planned transportation connection, that will run generally along State Highway 5 (West 7th Street), connecting neighborhoods, anchor destinations and employers in downtown St. Paul, MSP Airport and the Mall of America. Current Projects

These projects have received approvals and may already be under construction. 
Great River Passage Iniatitive | The Great River Passage is a bold initiative to steward and tap into the potential of the 26 miles of riverfront in Saint Paul. By advancing major projects along the Mississippi River and supporting unique programming opportunities that allow people to experience the river in new ways, Great River Passage fosters environmental stewardship, community health and economic development.

160 Western Avenue  |  Winslow Apartments expansion, affordable (Section 8) senior housing
  • A great concern we've heard in the neighborhood the lack of affordable housing, particularly for seniors and long-time residents of the neighborhood to stay in West 7th. The Federation Board of Directors voted to support applications for variances for this project. The Board wants people to be able to continue to live in the neighborhood if they choose and this provides 47 additional affordable apartments for West 7th.
