Metropolitan Council

The Metropolitan Council is the regional planning agency serving the Twin Cities seven-county metropolitan area and providing essential services to the region. The Council works with local communities to provide these critical services:

  • operates the region's largest bus system
  • collects and treats wastewater
  • engages communities and the public in planning for future growth
  • provides forecasts of the region's population and household growth
  • provides affordable housing opportunities for low- and moderate-income individuals and families
  • provides planning, acquisitions and funding for a regional system of parks and trails
  • provides a framework for decisions and implementation for regional systems including aviation, transportation, parks and open space, water quality and water management

Victoria Park

  • Developer and Federation planned and approved the Victoria Park Design Guidelines.

  • Presentation by developer Mark Lucas, architect Pete Keeley, and Leonard Schwartz realtor.

  • Also presentation by Sholom senior housing developer.

District Plan Update/Becky Yust

  • Becky will talk about the district plan and its role in the comprehensive plan.

  • Commenced last Summer and will state completion date.

  • Discuss what changes have occurred in West 7th since the last plan.

  • Thank Becky and task force for undertaking this plan update.

Schmidt Brewery/Diane Gerth and George Sherman

  • Brief history

  • PlanSave Rathskellar, Main Castle, and Bottling Plant building/façade. New construction around it. 450 units.

  • Will probably talk about the status of the negotiations.

Goodrich Housing

  • 15 year effort that didn’t work financially. Project has no funds to pay debt service of 1.4M.

  • Two emergency loans were provided during the 15 year term.

  • Deferred maintenance costs of 300,000. Increased property taxes, insurance, and maintenance costs while holding the rent levels to 60% of median income.

  • Unique nature of the development containing a historic property and scattered site housing made operational and management expenses higher. The development staff of the city understands this.

  • So, Restructuring effort to obtain a sound financial development in the community.

  • If approved, the development will result in 6 for sale units of market rate housing including the historic rowhouse next to the Day By Day which has high maintenance costs, and 6 for sale units for families at 60% of median income. The affordable housing will include 5 4br houses and 1 3br house.

  • If approved by the city, relocation funds will be provided to families and direct one on one staff assistance given to them to find new housing.

  • In addition $600,000 of funds returned to city and another lender to provide additional low income housing for other projects in the city.

  • City staff is reviewing proposal. They understand the structural financing and increased operational costs affecting this development.
